Programme aim
Run as two complementary modules, the programme aims to examine
the changing role of the consultant/change agent in the public service
and the range of strategies for making powerful interventions for
improving organisational performance.
Module two is aimed at providing participants with opportunities to
practice a number of efficiency improvement and consultancy techniques
with a view to enabling them to apply these skills in their own
organisation.
The Certificate in Management Consulting Essentials (CMCE)
The CMCE is awarded by the Institute of Management Consultancy –
part of the Chartered Institute of Management. Delegates attending both
Modules of this programme are able to work for the CMCE (which is
included in the overall 4 week fee). This involves completing the
programme and a project within 6 weeks after the programme. The
Director of Studies will act as guide and mentor for the CMCE.

Module Two – Practical Implementation
In this module, delegates will undertake a more detailed study of the
specific techniques and methodologies in order to practice
implementation and possible modification to meet the needs of their
organisation.
Devising the policy for a Manpower Audit and undertaking one
Producing a project management plan
Producing a Citizens / Service First Charter and compliant system
Undertaking a European Foundation Quality Model
Developing a Functional Review capability
Producing a plan to introduce an IT system
Devising a change management plan and producing a performance
management system
Producing a risk management system
Planning for private sector involvement using Market testing and
contractorisation
